Ukraine: Ministry of Digital Transformation to cooperate with Luminate for the development of artificial intelligence and digital rights

Kyiv, UKRAINE (17 May 2021) – Ukraine’s Ministry of Digital Transformation and Expert Committee on the Development of the Artificial Intelligence today announced a partnership with the global philanthropic organization Luminate. Luminate will support the coordination of the Expert Committee on the Development of Artificial Intelligence. 

“Artificial intelligence is becoming one of the key transformational technologies for the economy, defense, and public administration. Ukraine has no right to stay away from these global processes. That is why the Ministry of Digital Transformation seeks not only to support the current trend, but also to create favorable conditions for the active development of this area. Activities within the Concept of Artificial Intelligence Development and the achievements of the Committee on AI Development will help take this leap,” said Oleksandr Bornyakov, Deputy Minister of Digital Transformation for IT Development.

The Ministry of Digital Transformation and Expert Committee on the Development of the Artificial Intelligence are moving forward with plans to open artificial intelligence labs in different regions of Ukraine and introduce artificial intelligence technologies in the justice system.

Luminate will fund the Expert Committee on AI Development to facilitate the development of artificial intelligence, data science, and national AI policies in Ukraine. Luminate is a global philanthropic organization focused on empowering people and institutions to build just and open societies. To date, Luminate has supported 340 organizations in 17 countries with over $400 million in funding. 

Olena Boytsun, Investment Director of Central and Eastern European region at Luminate, noted: “The digital transformations in Ukraine are happening fast and our belief is for the Artificial Intelligence work to be developed hand in hand with digital rights development in Ukraine. We intend to support the work of the committee not only financially, but also with the vast international expertise”.

Vitaliy Goncharuk, Head of the Committee on the Development of Artificial Intelligence, is convinced that artificial intelligence will be the driver of competition between countries in the 21st century: “Ukraine's success largely depends on its ability to capitalize on and increase existing potential in artificial intelligence. The Committee creates the necessary conditions for this, and the adoption of the Concept of Development is an important declaration for the whole world of a country that seeks to take its deserving place in the fast-growing global tech economy.”

The Committee prepared the Concept for the Development of Artificial Intelligence in Ukraine, approved by the Government in 2020. The concept is aimed at determining the priority areas and main tasks of the development of artificial intelligence technologies and their integration into economically important sectors of the state. According to the Oxford Government AI Readiness Index 2020, Ukraine is the leader in the number of companies developing artificial intelligence technologies in Eastern Europe. Adoption of the Concept, development of an action plan and establishment of the Committee brings Ukraine to a new level of development of the digital state, economy and information society and will directly affect the global competitiveness of Ukraine. Among the Committee's projects are the opening of artificial intelligence labs in different regions of Ukraine, initiation and participation in the development of expert and regulatory documents on the development of artificial intelligence, introduction of artificial intelligence technologies in the justice system of Ukraine and the penitentiary system.
